The Minns Labor Government has finalised the rezoning of the Coffs Harbour Jetty Foreshore, clearing the way for new housing, tourist accommodation, retail space, and public areas on vacant government-owned land between the railway line and Jordan Esplanade.
According to the NSW Government, the updated plan is designed to increase housing supply while connecting the Coffs Harbour city centre to the foreshore. Key elements of the finalised rezoning include:
- Approximately 250 new homes and 200 tourist accommodation rooms
- Building heights ranging from two to six storeys
- A 3% in-perpetuity affordable housing dedication or monetary contribution
- New open public space, a multipurpose community area, and the retention of public recreation land at the Marina Drive entry
- Pedestrian and cycling connections between the city and the harbour
- Rezoning of the former Deep Sea Fishing Club site exclusively for tourism uses
- Design guidelines intended to maintain view corridors toward Muttonbird Island and Corambirra Point
The government stated that adjustments—including lowered building heights, affordable housing requirements, and view protection guidelines—were incorporated into the final plan following community feedback.
Public infrastructure for the precinct is set to be funded through a State Voluntary Planning Agreement (SVPA) currently being finalised between Property and Development NSW and the City of Coffs Harbour Council. The agreement outlines $8.2 million for open space and foreshore park upgrades, $750,000 for road improvements, and an additional $1.9 million in Local Government Area-wide contributions.
Minister for Planning and Public Spaces Paul Scully said the revisions address community concerns regarding density and public amenities while contributing to broader state housing targets. Minister for Lands and Property Steve Kamper added that the development aims to boost regional tourism and unlock underutilised land.
