The Independent Planning Commission (IPC) in New South Wales approved the Hunter Valley Operations (HVO) Continuation Project on September 30, 2026, granting a 19-year operational extension to the open-cut coal mine. The decision drew immediate criticism from environmental organization Nature Conservation Council NSW (NCC), which described the approval as a significant setback for the state's climate goals.

According to the NCC, extending the mine's lifespan will result in an estimated 800 million tonnes of additional climate pollution. NCC CEO Jacqui Mumford labeled the approval a major failure by the state government, stating that expanding the mine undermines emissions targets legislated under the NSW Climate Change Act 2023. Mumford also raised ecological concerns, claiming the expansion would destroy endangered Hunter River Red Gums and critical habitat for the endangered Hunter delma.

The NCC additionally criticized mining operators Glencore and Yancoal, alongside the NSW Government, for allegedly failing to provide a transition plan for workforce and community members ahead of eventual mine closures. The group called on the IPC to reject upcoming expansion proposals for the Maules Creek and Moolarben coal mines, urged the passage of the stalled Future Jobs and Investment Authority Bill, and called on political candidates for the 2027 election to rule out future coal project approvals.

The approval follows earlier findings referenced by the NCC, including reports by the independent NSW Net Zero Commission indicating the state is not currently on track to meet its legislated targets of reducing greenhouse emissions by 50 percent by 2030 and reaching net zero by 2050.
