Governments Finalise Post-Mining Rezoning Plans for Hunter Region
The Australian and New South Wales governments, alongside the Muswellbrook Shire and Lake Macquarie City councils, have finalised major planning controls to repurpose former mining land in the Hunter region for industrial use. The rezonings cover the Mt Arthur Coal Mine site near Muswellbrook and the Macquarie Coal Complex at West Wallsend, enabling new developments in sectors including renewable energy, advanced manufacturing, and warehousing.
According to government announcements, the finalised pilot rezonings are intended to support economic growth as the region transitions from coal operations. The pilot projects were backed by a $5 million investment from the Commonwealth Government alongside in-kind support from the NSW Government.
At the BHP-owned Mt Arthur Coal Mine, where mining operations are scheduled to conclude in 2030, the finalised proposal covers an increased total area of 5,700 hectares. Approximately 800 hectares across two priority areas have been designated for early activation for new industry, with authorities estimating potential capacity for up to 5,900 jobs. Close to 4,600 hectares are planned for rehabilitation for agricultural and environmental uses.
At the Macquarie Coal Complex, located 20 kilometres south-west of Newcastle, the rezoning establishes an employment precinct across 1,142 hectares, including at least 500 hectares of developable land and an estimated potential for up to 1,130 jobs. The site was recently announced as the preferred location for a state-owned facility to manufacture passenger trains. The plan also incorporates approximately 36 hectares of open space and 22 hectares of residential land in Barnsley West and Teralba Southgate.
Officials stated that the rezonings will not alter existing mine rehabilitation requirements. Land will only be released for development after mining companies complete rehabilitation and the land is verified as safe, stable, and non-polluting. Future developments will remain subject to standard individual assessment processes.
