Stalled Progress and Dire Humanitarian Situation in Sudan and South Sudan

The United Nations has released a report detailing the ongoing challenges and difficulties faced by Sudan and South Sudan. The report highlights the stalled political progress towards determining the final status of Abyei and resolving issues related to the Sudan-South Sudan border. This lack of progress is attributed to the outbreak of war between the Sudanese Armed Forces and the Rapid Support Forces in April 2023.

The conflict has had a significant impact on the chances of constructive dialogue between the two countries. Ongoing fighting is expected to further hamper any potential resolution. The United Nations Interim Security Force for Abyei (UNISFA) has been prioritizing efforts to improve intercommunal relations on the ground in Abyei. Despite these efforts, tensions remain high, particularly between the Ngok Dinka and Twic Dinka communities.

The report also highlights the dire humanitarian situation in South Sudan. The influx of over 630,000 refugees and returnees from the Sudan conflict has put additional pressure on limited resources and access to essential goods and services. The conflict in Sudan has also had a direct impact on South Sudan’s economy due to its heavy reliance on oil exports.

Intercommunal violence between the Ngok Dinka, Twic Dinka, and Nuer communities threatens security in the Abyei area. The clashes have resulted in the loss of civilian lives, including UN peacekeepers and humanitarian staff. Basic services in northern Abyei have completely collapsed, and health facilities and schools have not received supplies since April 2023.

The report calls on the Government of South Sudan to strengthen its engagement with relevant communities to prevent further violence. It also urges the withdrawal of all South Sudanese security personnel from Abyei, as their presence violates the 2011 Agreement between Sudan and South Sudan on Abyei.

The international community has expressed concern over the situation. The Republic of Korea stressed the importance of UNISFA’s unhindered freedom of movement and called for respect of Abyei’s demilitarized status. Japan highlighted the negative impact of the protracted conflict in Sudan on Abyei and emphasized the need for a lasting ceasefire.

As the Sudan crisis continues, the United Nations is working tirelessly to address the outstanding bilateral issues between Sudan and South Sudan, including the final status of Abyei. However, the challenges are immense, and the humanitarian situation remains dire. Urgent action is needed to alleviate the suffering of the affected populations and find a peaceful resolution to these longstanding conflicts.
