Michigan Staffing Agency Owner Pleads Guilty in $1.7 Million Employment Tax Fraud Conspiracy

A Michigan woman pleaded guilty on October 20, 2026, to one count of conspiracy to defraud the United States after causing approximately $1.7 million in tax losses over more than a decade, according to the U.S. Department of Justice.

Court documents show that Roxanne L. Huneycutt, of Fenton, Michigan, owned and operated several full-service staffing companies beginning in 2012. These businesses provided temporary workers for manual labor, office administration, and other roles, and were responsible for managing employee payroll and remitting related employment taxes.

According to federal prosecutors, Huneycutt's companies failed to pay roughly $1.7 million in employment taxes to the Internal Revenue Service between 2012 and 2024. Although the IRS assessed penalties against Huneycutt in 2015 for willful failure to pay taxes, she did not pay the penalties or bring the businesses into compliance.

To conceal the scheme, Huneycutt changed the names and physical locations of the staffing firms and submitted state filings falsely stating she did not own the companies. Authorities stated that she used company funds for personal expenditures, including housing, home decorations, travel, clothing, and jewelry.

Huneycutt faces a statutory maximum penalty of five years in prison. She is scheduled for sentencing on February 18, 2027, where a federal district court judge will determine the sentence. A co-conspirator has also pleaded guilty to conspiracy to defraud the United States and is awaiting sentencing.

The case was investigated by IRS Criminal Investigation and is being prosecuted by the Justice Department's Fraud Division.
