Norway has committed NOK 750 million to support repairs, reconstruction, and basic public services in Ukraine, the Norwegian government announced at the World Bank Annual Meetings in Bangkok. The contribution is intended to unlock additional financing through loans facilitated by the World Bank.

The funding will be directed through the World Bank’s Special Program for Ukraine (SPUR). According to the Norwegian government, the World Bank uses contributions to the program to mobilize roughly three times the donated amount in loans, meaning the NOK 750 million allocation could unlock more than NOK 2 billion in additional financing for Ukraine.

The capital is designated to maintain Ukrainian societal operations, covering social benefits, infrastructure reconstruction, and salaries for public-sector workers such as doctors and teachers. Norway previously provided NOK 1 billion during the initial phase of the program, which enabled NOK 3 billion in loans.

Norwegian Minister of International Development Åsmund Aukrust announced the new commitment during the meetings in Bangkok, where other international donors are also anticipated to pledge contributions.

Overall, the World Bank's Ukraine program totals approximately NOK 900 billion. The initiative aims to support daily governance and institution-building, including efforts focused on anti-corruption and good governance to foster future private sector investment.

Under the International Development Association (IDA), the SPUR 2 mechanism utilizes donor funds alongside IDA's credit rating to raise capital market financing for Ukrainian budget support, investment projects, and private sector risk mitigation.
