Australian Human Rights Commission Releases Follow-Up Report on Women at Villawood Immigration Detention Centre
The Australian Human Rights Commission has released a follow-up inspection report revealing that significant concerns regarding the treatment of women at the Villawood Immigration Detention Centre remain unresolved. Led by Human Rights Commissioner Lorraine Finlay, the report, titled Not just an afterthought revisited: Follow-up inspection of women in immigration detention at Villawood IDC, examines the progress made since the Commission's initial December 2024 inspection.
According to the Commission, women remain in a detention system predominantly designed around the needs and experiences of men. The inspection identified that female detainees continue to face prolonged and uncertain detention, limited autonomy, and obstacles in accessing necessary support and information.
The report highlighted ongoing issues reported to the Commission, including staff shortages, workforce capability limitations, recruiting and retention challenges, food quality concerns, movement restrictions, increased escort requirements, and safety incidents involving violence.
Inspectors acknowledged some improvements since the 2024 review, including the relocation of women to reduce specific privacy and safety risks, alongside positive efforts and leadership from local Villawood staff. However, the Commission noted limited progress across many previous recommendations, citing incomplete or difficult-to-assess advancements in areas such as gender-responsive training, communication, mental health care, and guidance for transgender and gender-diverse individuals.
The Commission put forward 10 recommendations addressing implementation gaps. These measures include calls for increased transparency regarding past recommendations, gender-responsive staff training, enhanced mental health services, improved communication and status resolution processes, and broader adoption of alternatives to closed detention.
The Department of Home Affairs has agreed to eight of the ten recommendations and partially agreed to two, specifically recommendations 6 and 10.
