ADB Approves $302 Million Loan for Baku Metro Modernization
MANILA, Philippines — The Asian Development Bank (ADB) announced on 13 October 2026 that it has approved a $302.38 million loan to modernize the signaling system and digitalize operations for the Baku Metro in Azerbaijan.
The project forms part of the Azerbaijani government's broader $2.6 billion Baku Metro expansion program. That larger initiative includes the construction of approximately 20 kilometers of new tunnels, nine stations, two depots, the acquisition of 300 additional metro cars, and the modernization of operational systems to address heavy road congestion in the greater Baku area.
Operated by the state-owned Baku Metropolitan Closed Joint-Stock Company (Baku Metro CJSC), the network currently comprises 27 stations across roughly 41 kilometers of track. According to the ADB, the network recorded approximately 220.4 million passenger boardings in 2025.
Under the Baku Metro Signaling Modernization and Operations Digitalization Project, the current signaling system will be replaced with communications-based train control technology, and the operations control center will be upgraded. The ADB stated that these updates aim to support more frequent peak-hour train services and reduce operational disruptions.
The initiative also includes the implementation of integrated digital systems for asset management, corporate functions, cybersecurity, passenger information, and crowd management, alongside upgraded data centers and network infrastructure. Additionally, the project incorporates technical training, workforce development, and measures to increase the participation of women in technical and digital roles at Baku Metro CJSC.
The total cost of the modernization project is estimated at $515.07 million. Alongside the ADB's $302.38 million loan, the Asian Infrastructure Investment Bank (AIIB) is providing $79.98 million in cofinancing, and the Government of Azerbaijan is contributing $132.71 million.
